Swinney says reform is at heart of his programme for government
The first minister is due to set out his plans for the year ahead which are expected to include proposals for significant public service reform.
John Swinney said it was time to "embrace change", with reforms to sit at the heart of his programme for government.
He has already appointed a new cabinet minister to lead on public service reform and is also expected to set out a range of policies aimed at growing the economy, eradicating child poverty, transitioning to net zero and tackling violence against women and girls.
Opposition parties have said they want to see further action on the NHS and cost of living.
Swinney said he was committed to making sure Scotland delivered stronger economic growth, which he said would help tackle the challenges around child poverty and investment in public services.
And he said he would be setting out measures to parliament that would address "the epidemic of violence against women and girls".
Swinney is due to announce his programme for government to MSPs at the Scottish Parliament at 15:00.
He said: "The government came into office with a commitment to deliver a 100-day programme, and the government is going to do exactly that.
"And that's the first stage of me repaying the trust that the people of Scotland have put in my government, which is to deliver what I said to the public I would deliver."
He said the government had to review the way it delivered public services.
